Each representative has roots that run deep in the military and, as members themselves, extensive knowledge of the Johns Hopkins US Family Health Plan. You can find our field service reps leading the presentations at our information briefings across our region’s military bases.

Field service representatives are able to answer your questions if you are not a member and are looking to join the plan. Members with questions can call customer service at 800-808-7347.

Steve Whisler, LT, U.S. Navy (Ret) – Mid-Atlantic Field Services Manager

  • Steve is a retired navy veteran with service in the enlisted and officer ranks. Among his numerous military decorations are the Air Medal and Combat Action Ribbon, which he earned after accumulating over 750 flight hours, 200 under direct combat conditions. He has held senior management positions in the defense industry and Baltimore-area non-profits for the past two decades. Steve and his family have been USFHP members since 2003. He is intimately familiar with TRICARE’s plans, benefits, and coverage and enjoys helping active duty families and retirees get the most out of their health care options.

Rebecca Shields

  • Rebecca, the spouse of a retired Air Force Colonel, has lived in Northern Virginia for over 10 years. She joined Johns Hopkins USFHP in 2018 and became a Field Services Representative after her husband’s retirement from active duty in 2019. Rebecca brings a wealth of experience with over 24 years and 11 PCS moves around the world, where her family experienced every option military medicine has to offer. After navigating her family successfully through medical challenges, she has become a passionate advocate for military and veteran families.

Carly Kavanay – Southeastern Virginia

  • Carly has a background in health care across various settings and has been married to her Air Force pilot for over 10 years, living in Mississippi, Florida, Alaska, and Virginia. With each move, they adjusted their health care choices while raising two young children and navigating both the challenges and benefits of military health care. She is passionate about educating active-duty families and retirees on their options and equipping them to make the best decisions for their families.

Kim McDonough

  • Kim has been married to a U.S. Marine for 25 years. They have four sons and have used every health care option the military provides. Kim joined Johns Hopkins USFHP while her husband was on active duty, and they both continue to use the plan now that he is retired. She joined the Field Services team in 2021. Her goal is to ensure all eligible families are educated about the Johns Hopkins TRICARE Prime option. Her family has since made their 12th PCS to Annapolis, MD.

April Lapetoda, U.S. Air Force (Ret)

  • April retired as a Chief Master Sergeant after 24 years of service in the U.S. Air Force. Her most recent role was as Chief Enlisted Manager for Pacific Air Forces Command Public Affairs at Joint Base Pearl Harbor-Hickam, Hawaii. She's excited to help TRICARE beneficiaries learn about USFHP so they can make the best health care decisions for themselves and their families.

Ben Hightower, U.S. Navy (Ret)

  • Ben is a retired Navy Corpsman who deployed with the Marine Corps, Naval Special Warfare and Navy Expeditionary Combat Command before working at the Pentagon and completing a U.S. Senate Fellowship. He holds a Masters in Business and Healthcare Administration and has been with Johns Hopkins US Family Health Plan since 2025. Ben lives in Maryland with his wife, son, and service dog, enjoys riding his Harley Davidson, and volunteers for a veteran non-profit.

Elizabeth St. John, U.S. Navy (Ret)

  • Elizabeth is a Navy veteran who served as a mass communications specialist and electronic warfare technician. Since retiring in 2012, she has worked with TRICARE East, most recently as TRICARE Community Liaison in Hampton Roads, helping beneficiaries navigate their health care options. She enjoys gardening, volunteers with a North Carolina humane society advocating for animals, and lives in Norfolk with her two rescue dogs, Misty and Carla.

Keri Landry

  • Keri has lived in Maryland for over 10 years and has been a US Family Health Plan member for just as long. She's married to a retired Marine Corps LtCol and values helping service members and their families understand their healthcare benefits. When not working, she's a mother to two teenagers.

Larry Woda, U.S. Navy (Ret)

  • Larry served in the U.S. Navy from 1967-1992, when he retired as a U.S. Navy Captain Surface Warfare Officer (SWO). Larry’s 25-year military career includes two tours in San Diego, California (1968-1971) in USS Duluth (LPD-6) as a deck division officer, admin/pers. off. and navigator; three years of instructor duty at the U.S. Naval Academy in Annapolis, Maryland (1971-1974), and one year at Destroyer School  in Newport, Rhode Island (1975); Operations Officer aboard USS Glennon (DD-840) in Charleston, South Carolina (1975-1976); Chief Engineer USS Suribachi (AE-21) in Earl, New Jersey (1976-1978); Naval Reserve Individual Ready Reserve (IRR) (1979-1981); Naval Reserve Selected Reserve (SELREV) (1981-1992) in various units supporting the Bureau of Naval Personnel (BUPERS), the Office of Naval Research (ONR), and the Naval Sea Systems Command (NAVSEA). He and his wife of more than half a century have been members of Johns Hopkins USFHP since 2011.

Lindsy Beasley – Southeastern Virginia

  • Lindsy earned her undergraduate degree in Global Health and has been working in health benefits for over eight years. Her husband is a Naval Aviator, who recently transitioned to the reserves after almost 11 years as an active-duty service member. Like many of her colleagues, she has called many places home including Texas, Florida, Maryland and Virginia. Each move has required them to reevaluate their TRICARE plan, particularly since all three of their young daughters were born at different duty stations! Lindsy is passionate about educating active-duty families and retirees about their multiple TRICARE options, and she enjoys helping them navigate the system to find what works best for everyone.

Marty Hauser, U.S. Air Force (Ret)

  • Marty is a retired Air Force Colonel with more than 26 years of active duty and reserve service. Marty was assigned to Vandenberg AFB, Patrick AFB, and the Johnson Space Center. He also supported several offices in the Pentagon, including the Secretary of Defense, Secretary of the Air Force, and Director of the National Reconnaissance Office. Since his retirement, he has held senior executive positions with the top-40 firm Raytheon Technologies (formerly United Technologies) and non-profit Space Foundation. Marty is also a former board member of the Kansas Sports Hall of Fame and Operation Homefront, a national charity that helps military members and their families with financial, food, housing and other types of critical assistance.

Phyllis Dyer – Southeastern Virginia

  • Phyllis has worked in health care marketing for over 20 years. She has lived the military life as a wife of a now retired Navy Chief Petty Officer. As a Field Services Representative for over two years she has helped retired and active-duty military families in Southeastern Virginia understand that they have a choice when it comes to their health care. If you have a chance to talk to Phyllis, she will tell you that she is most proud to tell everyone that Johns Hopkins USFHP is one of the highest rated health plans in the nation!

Michelle Coghill, U.S. Air Force (Ret)

  • Michelle is a retired U.S. Air Force public affairs officer with 20 years of active-duty service at the base, major-command and Air Force levels. She also served in special duty positions as a recruiter, instructor and Inspector General Investigator. After retiring, she continued supporting national service—first as a strategic communications consultant and later as Deputy Chief of Public Affairs for the U.S. Marshals Service. As the mother of three children, she understands firsthand the importance of accessible, high-quality military healthcare and is dedicated to educating fellow military families about their health care options.
